quvasoy master plan

The Kuvasoy Master Plan has been prepared within the
framework of a development project supported by the
United Nations Development Programme, in coordination
with the Ministry of Economy and Finance of the Republic of
Uzbekistan and local authorities. The project was initiated
to support Kuvasoy in addressing emerging economic and
spatial challenges while aligning the city’s future development
with national urban, industrial, and territorial development
priorities. The master plan provides a structured and evidence
based framework to guide land use, infrastructure investment,
and development decisions over the medium and long term.

he master plan is intended to move beyond
sectoral or purely physical planning approaches and to provide
an integrated spatial and economic framework for Kuvasoy’s
development.

At the core of the master plan is a dual-engine economic structure
that explicitly links spatial quality with economic performance. The
first engine focuses on strengthening Kuvasoy’s service economy
by creating a high-quality urban environment capable of capturing
local and regional spending that currently leaks to other cities in
the Fergana Valley.
